Accountability

 The PHA underscores the need to increase the level of security awareness and sensibility of everyone within individual communities to help detect and to stop criminal activity before it occurs. Delinquency is on the rise and everyone needs to be vigilant and report any suspicious activity immediately. We are pleased to inform you that the Puerto Rican police has increased resources assigned to Palmas del Mar and the PHA Security Committee is looking into implementing several new initiatives to include community-specific crime-watch programs and electronic surveillance of crime sensitive areas. The Security Committee is also coordinating additional restrictions to service trucks in Palmas del Mar after 5:00 p.m. and on weekends.

Again, we must remind parents of young adults that you are responsible for your children's behavior. Please, inform your children of the Rules and Regulations of Palmas del Mar and the Association in which you live. Your children are a direct reflection upon you - hold them accountable for acting responsibly in their actions whether they are in your presence or not.

The PHA is proud to inform you that a letter of recognition was received congratulating Ms. Teresa Castro, Security Operations Supervisor, for her participation in a recent drug operation directed by the FURA unit in Palmas del Mar. Way to go Teresa!

 

Hurricane Response

Hurricane contingency planning is being coordinated by PHA with close collaboration from PDMPI and other entities within Palmas. As in years past, in the event of a hurricane, an Emergency Operations Center will be established in the Club Cala area. At the Emergency Center, we will have an Emergency Response Team with Security and Maintenance crews ready to handle last minute preparations and immediate deployment after hurricane passage. These teams will be performing the crucial jobs of initial damage assessment, road clearing and property security.

It is imperative that you remain at home during the first hours after the hurricane to allow Emergency Response Teams to perform their function so later on you may be able to move around in a safe manner. Palmas Security will be exercising strict control of movement of people and vehicular traffic throughout Palmas. Only Emergency Response Vehicles will be permitted to circulate initially. Access to Palmas will be limited to residents and official vehicles. Security checkpoints will be established to exercise control of major residential and development areas. Only properly authorized personnel will be allowed through these points. This is being done for your security and safety as well as for the protection of the property.

Your cooperation, patience and understanding in the event of a hurricane emergency is a must.

 

Palmanova Park

PHA has initiated action to acquire a 1.3 acre parcel of land between the Tennis Center and Oliva's Restaurant to develop a recreational park for the Palmas community. Today Palmas is in great need of recreational facilities for residential families and children of all ages. The community can no longer rely on developers to adequately satisfy its needs for this type of common facilities on a timely basis. On behalf of the general community, the PHA Delegates have whole-heartily endorsed this initiative. PHA hopes to complete the due diligence process required for this transaction within the next 60 days and include the project in the 2007 budget.

 

PDM Utility Corp.employees

PDM Utility Corporation (PDMU) is a non-profit public utility company operating under amfranchise from the Public Service Commission to supply and distribute potable water to the Palmas del Mar resort and residential community, treat sewer influent and use the solid waste by products to produce compost. One of the value added activities of PDMU is that our storage systems allow us to continue providing service to the Palmas del Mar residents when other areas of the region suffer intermittent interruptions.

PDMU provides the residents of Palmas del Mar the peace of mind of having a highly qualified team on the premises working for the benefit of the community. Our team of dedicated employees is on call to serve you in an emergency between the hours of 5:00pm-6:00am every day of the week. An added benefit to our subscribers is the presence of an on the premises office open to the residents Monday through Friday, from 8:00am-5:00pm. At our offices you may pay your utility bill with check, money order or cash. During our normal business hours we also sell the compost which is produced at our Treatment Plant. Our local landscapers are also welcomed here at PDMU to deposit their daily landscaping trimming, leaves, small tree trunks and palm tree branches. There is a set tipping fee which applies to this service. PDMU not only offers benefits to our subscribers, our Developers are also befriended. In an agreement between PDMPI and PDMU, our community and developers have the benefit of timely financing of the necessary infrastructure to accomplish the development of projects throughout Palmas del Mar creating employment opportunities and economic activity for the community.

In April of 2006, Mr. Reynaldo Encarnación joined PDMU as the new Executive Director; General Manager.

Accountability

Please remember that, as a homeowner, in accordance with the Restrictive Covenants that govern our community, you are personally responsible and liable for any damages caused by any of your family members, guests, tenants or employees within the Palmas community. You are also liable for any attorney fees and court costs to resolve these types of problems.

Recently the Palmas community has experienced certain acts of vandalism where property in the Villa Franca Community Center was destroyed and several areas throughout Palmas have been painted with graffiti. The police and Palmas security are closely tracking the suspects of these acts which appear to be family members of Palmas residents. Once caught. these vandals, regardless of their age. will be prosecuted to the maximum extent of the law and the property owner where they reside will be held accountable for the damages caused by these acts of vandalism.

Please help to deter and stop delinquency activity in our community. Report immediately to security (787-852-7775) any suspicious activity or criminal acts.
