President´s Corner
Palmas del Mar is a conglomerate of neighborhoods, each with distinct characteristics, commercial premises, single family and multi-family units, investment properties, second homes and primary residences co-existing within the larger community. The Palmas del Mar Homeowners Association is a body constituted by all of the owners and Palmas del Mar Properties, Inc. The governing body of the Association is the Board of Directors. The primary function of the Board of Directors is to implement the policies and rules and regulations set forth in the Restrictive Covenants and the By-Laws of the Association. The day-to-day business of the Association is conducted under the responsibility of an Executive Director who is responsible to the Board of Directors and its Executive Committee. The Executive Director's responsibilities include enforcement functions to insure compliance with PHA by-laws; administrative functions pertaining to financial, budget and collections of assessments; advisory functions to assist the Board of Directors in formulating policies, rules and regulations, and operationalfunctions to include management of the PHA, service and supply contracts, access control and security services, and the conservation and maintenance of the common property. The Palmas del Mar Architectural Review Board acts as the PHA's agent for enforcing community wide architectural standards and preserving the quality of design and construction of structures in Palmas del Mar. The Homeowners Delegate Committee is the primary channel of communication between the communities and the Board of Directors. It is through the delegates that the concern of the communities are brought to their attention. The Delegate Committee meets on a bi-monthly basis with me and other members of the PHA Board of Directors. Palmas is a vibrant fast-growing community that requires your active involvement. We take this opportunity to encourage you to review your copy of the PHA By-Laws and to participate by approaching your delegate and becoming active in the various issues, activities and committees of the Homeowners Association. Your involvement will be a determining factor in the success of the Association in its efforts to improve the quality of life in Palmas del Mar.

Artificial Reef Project For several years both PHA and PDMPI have been looking into alternatives to deal with the beach erosion problem, the recovery of beach areas and the threat of dangerous currents being experienced at Palmas del Mar. Recently PHA and PDMPI engaged the services of Dr. Alfredo Torruellas, Oceanographer, to work on the study and design of an artificial reef system to solve these problems. A similar artificial reef system was successfully installed by Dr. Torruellas last year in Maiden Island near Antigua. This is a very ambitious, but promising, project that will require community-wide support as well as the support and endorsement of the Puerto Rico government and several Federal Regulatory Agencies. We are optimistic about this project and the prospect of restoring. in a safe fashion. one of our main amenities.

Security Services Effective August 15. 2005 Palmas Security and Protection Agency replaced B.C. Security Group as the provider of PHA Security Services in Palmas del Mar. We expect a significant improvement in the quality and efficiency of security services with this change. Mr. Cándido Neris, former Director of Security for more than 18 years. is now heading the new company that will be providing security services to our community. We welcome Palmas Security and Protection Agency and wish Mr. Neris well in his new endeavors.
Academy News The Palmas Academy is pleased to announce the expansion of its academic programs at the middle and high school levels. This year the senior class has 23 students who are very active planning their graduation and future college careers. For electives, the Academy is offering French, Drama, Advanced Art, Honors Biology Photography. German. Yearbook, and Anatomy/Physiology. AP Classes are also offered in English and U.S. History. Supplementing the regular sports, the Extended Day Program offers Golf, Tennis, Volleyball, Swim¬ming and Supervised Tutoring. The last Tuesday of the month, parents and community members are invited to participate in the Cinema Club activities. Come and enjoy a film with friends at the School Library (7 to 9 p.m.)
San Miguel Bride Serious structural problems have led to restrictions of the heavy traffic over the San Miguel Bridge. PHA has been working with the Humacao Municipality and the Developer of the Outer Marina project seeking alternatives to repair or replace the bridge. The Humacao Municipality has acknowledged responsibility for the bridge and during the month of June 2005, members of the Municipal Legislature and Municipal engineers conducted a site inspection for a first-hand assessment of the situation. The Municipality is evaluating options to deal with the problem.
